The term "new" simply implies that the item has not been used and has nothing to do with how long the item has been stored or inventoried. Remember... Batteries lose capacity the longer that they have been stored. Always get the latest generation/version and check the date/production codes if at all possible. These are usually embossed on the casing of the cell. Refuse to purchase from a vendor who does not or will not furnish you with this information-it is critical in insuring that you are receiving fresh merchandise.
